汇报题目：《中国政府内部政策企业家如何推动政策创新？—以C市售电侧改革为例》

摘要：政策企业家对政府部门创新政策的提出、转换和执行起着重要作用，本研究聚焦新时代我国治理实践中的重大政策变革，探究地方政府内部政策企业家在政策创新中不断涌现的宏观制度激励和微观行为动机。研究发现：在中国地方政府政策创新过程中，以政府内部中低层官僚为代表的政策执行者可能充当过程中介的角色，创新政策设计，促使政策目标与实际情况相结合。就创新动机而言，政府内部政策企业家的驱动力是行政包干制下执行试点任务、技术官僚制下寻找技术可行-政治可行创新方案、职业认同下提升治理现代化水平，以及锦标赛晋升体制下满足自我需求等多元动机相互交织的产物；在行为策略上，政策企业家通过指标感知和反馈网络识别问题，借助专家指导和议题连接建构问题，采取对外借力和多方试点开展创新方案的设计，综合运用权力支配与亮点展示营销方案；就政策企业家面临的政策之窗而言，地方层级的政策窗口与国家层级的政策窗口间存在匹配与协调的双向互动。

汇报题目：《Beyond Engagement: the co-creation of government and citizens on platform government initiatives》

摘要：The development of ICTs has greatly facilitated the interaction between government and citizens. Few studies, however, have focused on the cocreation behavior that goes beyond general engagement on the platform government initiatives; that is, citizens not only request service demands to the government, but also proactively propose solutions to problems. Using a personal-level data set on LLMB, a Chinese platform government initiative, the authors empirically distinguish between citizens' engagement and cocreation behavior and analyze its relationship with policy issue. The results of the article's subsequent analysis of the impact of cocreation demonstrate that while it decreases the government's reply at the output level of service delivery, citizen participation in cocreation has a positive association in terms of policy outcomes, and have a strong correlation with positive sentiment during the process. It argues that the study of co-creation behavior and its impact is a robust starting point for promoting public participation, government response and the development of platform government public services.
