讲座概要：

We propose a new framework of ‘social construction on target populations’, arguing that authorities construct intentional messages to appease the target population of welfare policy reforms and persuade them that the power, image and logic of policy are congruent. In the case of the hybrid pension reform in China in the early 2000s, local governments took precautions against the potential negative effects brought about by the reform on the target population–urban enterprise employees in the old Danwei system in order to maintain political support by the target and general population. Evidence from the two waves of survey and self-collected propaganda data illustrates that the social constructions of the government, based on socialist legacy, commitment of the state and common interest, affect the target populations other than other social groups. Such social constructions also increase the general population’s political trust towards all government levels.

嘉宾简介：

朱旭峰，现任清华大学公共管理学院教授、博士生导师、副院长；清华大学全球可持续发展研究院执行院长。朱旭峰在清华大学先后获得环境工程学士和公共管理学博士学位；2012年回到清华大学工作前，任南开大学周恩来政府管理学院教授。

研究方向主要包括政策过程理论、智库与专家参与、科技政策、气候与环境政策、转型与公共治理等。出版中英文专著3部；在Journal of Public Administration Research and Theory, Governance, Public Administration, Policy Studies Journal, Public Management Review, Policy Sciences, Environmental and Planning C, The China Quarterly等国际学术期刊发表论文20多篇；在《中国社会科学》、《社会学研究》、《管理世界》等权威或重要中文期刊发表论文数十篇。

曾入选国家杰出青年科学基金、首批国家青年拔尖人才支持计划（“万人计划”）、国家优秀青年科学基金、教育部“新世纪优秀人才支持计划”、哈佛大学“燕京学者”，2014年荣获“中国管理学青年奖”；曾被“中国网”评为2014年中国智库建设十大代表人物。
