嘉宾简介：蔡永顺教授早年毕业于南京大学历史系，2001年毕业于美国斯坦福大学，获得政治学博士学位。博士毕业后曾在新加坡国立大学担任助理教授，2004年加盟香港科技大学，先后任助理教授、副教授和教授，曾任香港科技大学人文社会科学院副院长。他著有《中国的干部管理》、《国家与下岗工人》等英文著作，在国际顶级期刊上发表众多学术文章。

讲座梗概：A government generally faces a dilemma in dealing with malfeasant agents. Tolerating malfeasant agents damages regime legitimacy and weakens the state’s authority, but disciplining state agents can be costly. One solution to this dilemma is to employ selective discipline. This research examines the management of state agents in China by focusing on how the state authority selectively disciplines agents who commit malfeasance when performing assigned duties or pursuing private interests by violating the law. It shows that the state authority’s discipline is shaped by the severity of an agent’s malfeasance, the way responsibility is attributed, and the effectiveness of the agent’s blame-avoiding efforts.
